(тексты резолюций 2132 и 2133),
в частности указав на:
- Непризнание аннексии Крыма и выборов в ГосДуму РФ,
- Призыв к России вывести войска с территории Украины,
- До выборов в Донбассе необходимо обеспечить (need to ensure) вывод российских войск, наемников и оружия и эффективный контроль границы миссией ОБСЕ
- Необходимость сохранять санкции до прекращения российской агрессии
- Российская аннексия Крыма и военная интервенция в восточную Украину
нарушают международное право и европейские принципы

4. As regards Crimea, the Assembly reiterates its condemnation of the illegal annexation of the peninsula and its continuing integration into the Russian Federation, in breach of international law and the Statute of the Council of Europe
4.1. condemns the illegal Duma elections held on 18 September in occupied Crimea and considers their results null and void. The incorporation of Ukrainian sovereign territory into Russian federal constituencies and the creation of four single-member constituencies are blunt violations of international law and effectively compromise the legitimacy of the Russian Parliament;

6. The Assembly reiterates its support for a peaceful solution to the conflict and for the Minsk process. It asks once again:
6.1. the Russian Federation to withdraw its troops from the territory of Ukraine and stop military supplies to the separatists;

8. As regards, in particular, the issue of local elections to be organised in Donbas, the Assembly underlines that for such elections to be in line with Ukrainian legislation and international standards on free and fair elections there is need to ensure: an improved security environment, full access for the OSCE Special Monitoring Mission throughout the entire territory of Donbas, with the border sealed and controlled by the Special Monitoring Mission following the complete withdrawal of Russian troops, mercenaries and weapons, and safe storage of weapons under international supervision; the possibility for all Ukrainian parties to participate in the elections and for Ukrainian media to broadcast in Donbas during the campaign; and respect of the right of people from Donbas who are internally displaced in Ukraine or have sought asylum in the Russian Federation to take part in the vote.

13. [...] However, international pressure, including sanctions, must be maintained until Russian aggression has ceased and the sovereignty and territorial integrity of Ukraine within its internationally recognised borders has been fully restored.

2. It reaffirms its position that the annexation of Crimea by the Russian Federation and the military intervention by Russian forces in eastern Ukraine violate international law and the principles upheld by the Council of Europe, as stated in Assembly Resolution 2112 (2016), Resolution 2063 (2015), Resolution 1990 (2014) and Resolution 1988 (2014).

3. The “DPR” and “LPR”, established, supported and effectively controlled by the Russian Federation, do not enjoy any legitimacy under Ukrainian or international law. This applies to all their “institutions”, including the “courts” established by the de facto authorities.

4. Under international law, the Russian Federation, which exercises de facto control over these territories, is responsible for the protection of their population. Russia must therefore guarantee the human rights of all inhabitants of Crimea and of the “DPR” and “LPR”.
Теперь Украина может отстаивать свою позицию
в любом европейском и международном суде
на основе этих резолюций ПАСЕ.
Хотя ПАСЕ последовательно приняла уже несколько резолюций по ситуации в Украине,
нынешние постановления четко отвечают на главные политические вопросы
- очередность вопросов Минского соглашения, первичность безопасности и вторичность выборов в Донбассе,
- присутствие войск РФ в Украине,
- марионеточные организации ДНР и ЛНР созданы и контролируются Россией,
- Россия несет ответственность за происходящее в Крыму и Донбассе.
Это вторая политическая победа Украины после резолюции Генеральной Ассамблеи ООН по Крыму в 2014.
(Однако отдельные страны Европы могут (и должны) принять свои собственные внутренние законы и постановления по ситуации в Украине, Донбассе и Крыму. Это могут быть постановления как в поддержку Украины, так и нейтральные, и даже не в пользу Украины, к этому нужно быть готовыми).
